Federal immigration programs

There are many programs that can be used to obtain the Permanent Residentship status, and then we will consider the main ones. Recently, the Express Entry system has been introduced, which selects priority candidates whose applications for permanent residence status are considered first. Provinces also use this system to select candidates for their programs.

 

How does the Express Entry system work?

Participation in Express Entry is the fastest way to obtain the Permanent Residentship status. Each account registered in Express Entry is evaluated by a special system – points are given for the level of education, work experience, knowledge of languages, practical skills. Invitations are given to leaders by the number of points, which are within the quota – for three programs in 2017 it is 71 000 people.

Advantage in this system is given to applicants who have received more proposals from employers – for each proposal will be awarded additional points. Thus, it becomes easier for the employer to get the necessary employee in the shortest possible time, and the applicant can find a job even before entry. To participate, you should visit the government website of Canada, where you can create your own Express Entry profile. To do this, fill out a special questionnaire, based on which the system will determine for which of the existing immigration programs you are suitable.

To participate, you will need the following documents: a translated diploma and its attachment from an accredited organization, and a certificate confirming that the owner has mastered English or French.

Federal Skilled Worker Program

To obtain Permanent Residencehip status under this program, you need at least one year of the last ten to work in a specialty, or receive an approved invitation from a Canadian employer. Also, to participate, you must be in good health, confirmed by a medical board, and have no criminal record. The minimum amount on accounts for approval is $12300.

Points in the program are awarded for: education, language skills, work experience in the profession, age (maximum points are given if the immigrant is 18 to 35 years old), work invitation, adaptability.

If the previous parameters are clear, adaptivity deserves a separate interpretation. Scores are awarded if you or your spouse/partner: have studied in Canada for at least two years; have worked in the country in a 0, A, or B-list occupation; have relatives in Canada; speak 4 CLB for English or NCLC for French; have a job invitation.

Federal Skilled Trades Program

To qualify for Permanent Residencehip under this program, you will need two years of work experience in the last five years (and necessarily in the occupation required for entry), and either a contract for at least one year or a certificate from a province proving that your occupation is in demand.

You will also need to pass English (or French). The minimum CLB/NCLC credit level for listening and speaking is 5, reading and writing 4.

What is the main difference from the previous program? Trades Program is designed for A and B category employees from the NOC list, which means that it is enough to have a secondary education. Note: under this program it is impossible to enter Quebec, where its local counterpart operates.

 

Canadian Experience Class

It is intended for temporary workers who have decided to settle in the country on a permanent basis. The criteria are softer than the previous two, but you must have worked in Canada for at least a year to participate. Language proficiency is required at level 7 of CLB/NCLC for workers in Category 0 and A occupations, and at level 5 – Category B occupations. There are no other requirements. As with the previous program, this one does not apply to Quebec.

 

Dates and costs of relocation

All three programs reviewed earlier have similar processing requirements, so we will talk about the timing and cost of obtaining a residence permit in Canada. Registration deadline – with high CRS scores (depending on the year, usually more than 420), there is a good chance to get approval in a few months. On average it takes several years to get approval.

Other federal programs

In addition to these three most ambitious programs, there are other programs at the federal level.

Program Description
Atlantic Immigration Pilot Program started in 2017, so far in the pilot format, and it is expected to receive 2000 people, but then, if all goes according to plan, the number of immigrants will increase. It operates in provinces that have access to the Atlantic Ocean, except Quebec.
Caregiver Immigration Program It allows you to stay in the country provided you look after the sick, disabled, children, or elderly. It is allowed to work both in health care facilities and at home. The quota for this year is 18000.
Business Immigration Program is designed for startups capable of generating jobs and developing the economy. In addition to them, permission under this program can be granted to farmers who are ready to buy and manage land, cultural and sports figures.
There are several family programs under which it is possible to obtain the status of Permanent Residentship by visiting relatives. Under Spouses, partners or dependent children, a person already living in Canada can take another person into care and thus secure a residence permit. This program usually offers a two-year probationary period. The quota is 64,000.

Parents and Grandparents – A variation of the previous one that allows parents or grandparents to move to a permanent residence permit. This year 20,000 people can be admitted to the country by it.

 

Atlantic Immigration Pilot Program

The Canadian government launched a new pilot immigration program in 2017. Its goal is to attract able-bodied migrants to the Atlantic provinces, which include: Prince Edward Island, Newfoundland and Labrador, New Brunswick and Nova Scotia. In its first year of operation, the pilot program is expected to admit 2,000 people. In case the Atlantic Immigration Pilot Program is recognized as successful, the annual quota of admission will be expanded.

Atlantic Pilot Program Immigrant Requirements

One of the advantages of the pilot program is low language requirements. To participate in the program, you need to pass English with CLB 4 grade or French with NCLC 4 grade. The results of the language test are valid for two years.

Requirements for professionals:

Have more than 1 year’s work experience (1560 hours) in an occupation that you claim for immigration.
Have a Canadian degree or high school diploma. Either have a degree from a foreign country and a confirmation from an ECA (Educational Credential Assessment) that shows you the level of Canadian education that corresponds to your foreign education.
Requirements for students:

Studying for 2 years or more in full-time education. In order to apply, your last 12 months must be academic.
Have lived for at least 16 months of the last two years in one of the Atlantic provinces.
Have a valid visa required to be legally resident.
However, you will not be able to participate in the program as a student if you are a student:

Distance education accounts for more than half of your total program;
in your degree program, your language courses take up more than half of the total program.
Another exception is for students on study grants who must return to their home country after graduation.

Provincial emigration programs

Immigration is also possible through provincial programs: provinces also seek to attract workers for residence, and therefore each of them has its own programs, most of them now also work through Express Entry. The total quota for provincial programs is 51,000 people, which, given the more lenient requirements in some programs than the general Canadian ones, is a very significant way to obtain Permanent Residency status. Quebec, which does not participate in some federal programs and hosts 29,300 people for its provincial programs, is a special case; however, immigrants from the CIS mostly seek to enter English-speaking provinces.

Each province has its own requests, so if it is not possible to come under the federal program, it is worth taking a good look at the provincial programs – it is quite likely that you will find a good option here. A provincial nomination adds 600 points, which almost immediately guarantees a quick move.

To get it, you need to know the profession that the province needs and the connection with the chosen territory. The latter, however, is necessarily not everywhere: for example, to get an invitation to Eduarda Island under the local program you can even have nothing to do with it, because this province is sparsely populated and needs residents.

This does not mean that getting a nomination will be easy: it requires one of the professions necessary for the economy of the island, mainly agricultural specialists, although IT specialists are also needed. You can participate in the program through Express Entry, by filling out the form Expression of Interest, and explain why you want to move to Prince Edward Island.
